The article examines the typology, effectiveness assessment, and regional differences of programmatic strategizing as an instrument of institutional development. The purpose of the work. The purpose of this article is a multi-level analysis of short-, medium- and long-term programs of sustainable economic growth as a mechanism of institutional formation in Russia and Central Asian countries. Methodology. The research uses methods of historical and economic analysis, theory of industrial and technological balance of the economy, system paradigm, evolutionary and institutional theory, expert and analytical assessments. Results. For the first time, a typology of time horizons programs has been proposed, taking into account the institutional context of their implementation. It has been established that the effectiveness of programmatic strategizing directly depends on the degree of institutional stability, political will and the availability of feedback mechanisms. It is shown that in the absence of proper institutions for implementation, even ambitious strategic goals remain declarative. The successful cases of Kazakhstan and Uzbekistan are highlighted, as well as the institutional vulnerabilities of Kyrgyzstan and Tajikistan, which depend on external assistance. Conclusions. The study complements the concepts of institutional growth, emphasizing the role of strategic programming in shaping a manageable and sustainable economic trajectory.
