Analysis reveals challenges in organizational structure and public perception of Municipal Police, suggesting reforms may enhance urban safety.
Aim of Study: The aim of the article is to analyze the functioning of the Municipal Police in the context of improving public safety and quality of life in Polish cities, with a particular emphasis on Kielce. The study also aims to identify challenges related to the perception, organization, and effectiveness of this formation and to propose practical solutions for its improvement. Methodology: The study is based on a critical analysis of legal acts, local regulations, reports, and selected statistical data. It also incorporates results from diagnostic surveys conducted among Municipal Police officers in Kielce and a literature review on the role of local security services in urban governance. Main Findings: The Municipal Police plays an essential but underestimated role in ensuring public order. The research revealed structural and organizational limitations, low social recognition of the service, and gaps in career development opportunities. Despite these challenges, officers show a relatively high level of identification with the institution’s mission. The quality of local public safety is closely linked to the preventive presence of patrols, effective communication with residents, and education on the scope of the Municipal Police's responsibilities. Application of the study: The results and recommendations can support local governments, especially city councils and police commandants, in reforming local security strategies. The findings may also serve as a foundation for future research on public perception and institutional trust in local government security forces. Novelty of the study: This article offers a comprehensive approach combining legal, organizational, and social perspectives on the Municipal Police, enriched by original empirical data. It emphasizes the need for redefining the service’s mission, strengthening its public image, and improving officer motivation through systemic reforms.
