Document analysis and empirical study reveal factors influencing municipal police effectiveness in Kielce.
Research objective: This article identifies the type and scope of interventions carried out by the Municipal Police in Kielce and evaluates their effectiveness. Methodology: The document analysis covers various aspects, including a comparison of the Municipal Police's actions in Kielce with guidelines set out in legal acts and internal documents, such as reports and operational-financial plans. In addition, an empirical study was conducted to verify the Municipal Police's responsiveness to reported interventions. Main conclusions: The Municipal Police in Kielce performs a wide range of tasks in accordance with applicable regulations. The effectiveness of interventions primarily depends on response time. Several factors influence response time: 1) the number of available patrols, 2) equipment – especially the number of vehicles available for interventions, and 3) the behavior of officers – their attitude towards their duties, motivation, and professional conduct. Application of the study: The recommendations can be used by the Municipal Police in Kielce. Financial resources available to the police play a significant role. However, it is worth starting with an internal analysis of the work of the municipal police officers. Introducing a system to monitor the response time – from the moment a report is received to the completion of the task – would be of significant importance. Originality/Novelty of the study: The work combines a theoretical and practical approach to the topic, with particular emphasis on the factors affecting the effectiveness of interventions. The study allows for an in-depth analysis of factors that may negatively impact the time taken to carry out interventions.
