Analysis reveals that attracting migrants may not solve personnel shortages in agriculture, suggesting alternatives for rural retention.
The article considers the possibility of solving personnel problems in agriculture by attracting migrants. The dynamics of the number of foreign citizens arriving in Russia is analyzed. It is concluded that only about a third of foreign citizens arrive for work. As a rule, they are men of working age. A significant part of those who arrived in Russia have secondary general, basic general, primary education. The emphasis is placed on the fact that despite the significant influx of migrants to Russia, only an insignificant proportion of them replenish the rural population, despite the fact that agriculture is one of the industries that most acutely experiences a shortage of personnel, especially for seasonal work. The results of surveys of Russians regarding labor migration are presented. It is concluded that the work to resolve personnel problems in agriculture, first of all, should be aimed not at attracting migrants, but at stimulating the retention of the rural population by increasing the attractiveness of agricultural professions and creating the appropriate infrastructure.
