This framework integrates popular sovereignty and class attributes in socialist political construction, suggesting a new era of democracy.
Whole-process people's democracy is a major theoretical and practical innovation achievement made by the Communist Party of China leading the Chinese people in advancing socialist political construction. It is the result of the innovative inheritance and development of Marxist democracy in the new era of China following proletarian democracy, workers' and peasants' democracy, and people's democracy. This form of democracy creatively develops the core essence of Marxist democracy. It inherits the basic principles such as popular sovereignty, class attributes, and historical stages, and organically integrates the links of election, consultation, decision-making, management, and supervision, fully demonstrates the people’s subjectivity, expands the temporal and spatial dimensions of democracy, and achieves the dialectical unity of form and substance. As an innovative model of socialist democratic politics in the 21st century, whole-process people's democracy not only offers a Chinese solution to the theory of socialist democracy in the 21st century, but also provides a valuable reference for developing countries to explore the path of non-Westernized democracy, and powerfully promotes the development of global democratic theory and the progress of human political civilization.
