Tourism is seen as a “double-edged knife” which can have both positive and negative impacts on the economy, social and culture. Bali tourism has succeeded in encouraging the number of foreign tourist visits in each district so that tourism activities foster multicultural elements from cross-cultural between tourists and local communities. Various kinds of social phenomena along with social phenomena as well as the phenomenon of deviant behavior that often occurs in the sacred area of the temple in Tabanan Regency, Bali. This article discusses forms of deviant behavior by foreign tourists in the sacred temple area in Tabanan Regency, Bali and discusses from a sociological perspective with qualitative descriptive methods with data collection through library research. The results of the study show that the deviant behavior of foreign tourists must be addressed through a form of preventive control by emphasizing that the morals of an individual tourist must be the basis of ethics when visiting a tourist destination. In addition, it is necessary that every cultural tourist attraction such as a temple must be accompanied by a tour guide or a temple operator or officer to minimize the occurrence of actions that are not in accordance with applicable norms.
