Observational analysis of anti-crisis management in healthcare institutions, highlighting digitalization and transparency issues.
The article examines the features of anti-crisis management of healthcare institutions under the influence of digitalization and European integration processes. The difficulties faced by healthcare institutions in the context of military operations and the COVID-19 pandemic are identified. The main problems in the field of healthcare institution management that can lead to crisis phenomena are identified. The functions of the state in anti-crisis management of the functioning of healthcare institutions are identified, which contribute to the stabilization of their condition in the long term. An algorithm for implementing the process of anti-crisis management of healthcare institutions is proposed, which includes the stages of forming strategic directions for the development of institutions. Measures for anti-crisis management of healthcare institutions are presented. It is proven that the European vector of development of Ukraine involves the implementation of legislation and various management practices and quality standards for the provision of medical services in accordance with European norms and standards. The authors propose to consider anti-crisis management not only as a mechanism for adapting to existing threats, but also as a strategic vector of development. It is analyzed that European approaches to the development of the healthcare system are based on the directions of decentralization, increasing the autonomy of healthcare institutions, and focusing on patient needs. It is established that such principles should become the basis for the national strategy of anti-crisis management for the development of the healthcare sector in the context of digitalization of the industry. It is studied that Ukraine lacks a unified risk management system in the healthcare sector, which significantly reduces the effectiveness of anti-crisis measures. It is argued that the introduction of modern digital technologies allows for the early detection of potential threats by automating the monitoring process, and in turn, to respond to such changes in a timely manner. It has been established that the financial sustainability of the functioning of health care institutions largely depends on the transparency and accountability of institutions, thanks to digital solutions today it is possible to track the rationality of the distribution of funds by direction, which reduces the level of corruption in the industry and misuse of budget funds. It has been proven that effective anti-crisis management of the functioning of health care institutions should be based on the principles of flexibility, adaptability of the system to external challenges, implementation of a system of digital transformation of the industry, financial transparency and compliance with cybersecurity standards.
