Qualitative study reveals challenges in child protection policy implementation in schools, highlighting the need for reform and collaboration.
This research delves into the practical implementation and perceived effectiveness of child protection policies in fostering safe, inclusive learning environments in both public and private secondary schools in Area V-A, Abuyog, Leyte. Using a qualitative multiple-case study design, structured interviews with six Guidance Advocates unearthed multifaceted challenges that hinder policy enforcement. Among these are inadequate training, organizational and structural deficiencies, resource constraints, and misalignment between cultural norms and legal mandates. Despite these barriers, certain indicators—such as teacher involvement, program implementation, and stakeholder collaboration—suggest moderate policy success. The findings highlight the urgent need for comprehensive, context-sensitive reforms and proactive inter-agency collaboration to fully realize the goals of child safety and inclusivity in education.
