Analysis of institutional regulation shows improved collective actions in shared resources, implying better economic outcomes.
In modern conditions, an institutional approach to enhancing economic activity in the country is becoming relevant. The use of the traditional economic approach, according to which the improvement of business results is ensured by increasing costs, is clearly insufficient. It also requires a change in institutions that encourage citizens to increase individual and collective benefits. A multilevel problem of institutional regulation of collective behavior in a situation of shared resources is considered. It is indicated that in order to maintain flexibility and reduce the costs of adapting to changes in the external environment, it is advisable to use the institutions of centralized management, market regulation and self-regulation of collective actions together.
