This article substantiates the relevance of transitioning to a circular economy (CE) as a key strategic direction for the sustainable development of organizations in Russia’s unstable regions. Based on an analysis of the socio-economic and environmental characteristics of lagging territories, as well as international practices, the study demonstrates the necessity of developing a systemic mechanism that can coordinate processes of resource efficiency, ecological modernization, and economic resilience. It is emphasized that the introduction of CE in these regions is not feasible without institutional and financial-technological support. The conclusion outlines the need for a multi-level strategy and proposes key directions for creating an adaptive transition framework.
