This article demonstrates how innovative scientific and technological centers enhance personnel training, suggesting a model for their role in priority sectors of the Russian economy.
The article substantiates the role of innovative scientific and technological centers (INTCS) as a system-forming personnel training base for priority sectors of the Russian economy. It is shown that INTCS, acting in the logic of a “triple helix” (universities – business – government) and an expanded ecosystem model (involving regions, development institutions, and professional communities), are able to close the “R&D – prototype – pilot – scale” circuit on a single personnel infrastructure: from early career guidance and project-based training to dual programs, microqualifications, and competence assessment centers. The organizational and economic model of the INTC as the personnel core of industry clusters is proposed; coordination and incentive mechanisms (network partnership agreements, outcome-based funding, training vouchers, corporate departments, mentoring), as well as a panel of performance indicators are described. The risks and conditions of scaling are formulated (regulatory barriers, personnel constraints, financing and accountability).
