The article examines the theoretical and methodological foundations of the concept of balanced socio-economic development of a region. The study’s aim is to refine the category’s meaning and identify its systemic characteristics for use in strategic management. More than forty Russian and international sources are analysed, allowing the authors to distinguish five research paradigms: sustainability and security, proportionality and harmony, a three-component integrative model “economy–society–environment”, co-evolutionary sustainable development, and an applied managerial approach. The methodology combines systemic, interpretative and comparative analysis, supplemented by structural-functional and dialectical approaches. Synthesising existing interpretations yields five key attributes of balance: coherence of territorial subsystems, a reproductive (self-renewing) nature, adaptability, resource proportionality, and institutional coordination of stakeholders’ interests. Comparing these attributes with the categories of sustainability, harmony and equilibrium outlines the unique conceptual field of balance and reveals a lack of actor-centred focus in earlier models. The authors propose a definition of balanced socio-economic regional development as an institutionally and functionally coherent state that ensures resource and institutional reproduction, adaptability, coordinated interests, and alignment of implemented strategies with the socially significant needs of the population. Theoretical novelty lies in an inter-paradigmatic synthesis that treats balance as a dynamic, multi-criteria state rather than static equilibrium. Practical applicability is demonstrated through an indicative framework of metrics suitable for integration into digital information- analytical systems for regional governance. The findings broaden the conceptual toolkit of regional economics and can guide educational programme design, development of territorial sustainability assessment methods, and the creation of indicator systems for national development goals.
