Literature review reveals publication trends and evolving research hotspots in China's ai policy, indicating future directions.
This study systematically analyzes the publication trends, academic community structure, research hotspots, and evolutionary patterns in the field of domestic AI policy research. Utilizing bibliometric methods and CiteSpace tools, it examines 856 relevant Chinese publications indexed in the CNKI database from July 2015 to July 2025. The findings reveal a strong correlation between the volume of publications and policy practicse, evolving through three distinct stages: initial exploration, rapid growth, and deepening expansion. The academic community exhibits a decentralized structure, lacking core authors or institutional clusters. Research hotspots have shifted from foundational framework exploration to multi-dimensional deepening and breakthroughs in emerging topics, following a "technology-drivenpolicy-pushedresearch-responsive" logic. Based on this analysis, future research is projected to focus on six key directions: international comparative studies, domain-specific policy refinement, multi-dimensional risk governance, methodological innovation, problem diagnosis and policy improvement, and alignment with national strategies. This provides valuable insights for both theoretical advancement and policy practice.
