The higher education system in the Russian Federation is, despite the many reform vicissitudes of the last decade and a half and, sometimes, emerging negative periods in the development of modern society, a stable, effective and very popular social institution among Russian society. As before, with higher education, modern Russian youth sees the best prospects for themselves in professional self-realization, obtaining life satisfaction from professional opportunities and prospects opened up by higher education. This massive behavioral model of the country’s population, which has been established for a long time in the history of the development of our Russian statehood, is focused on acquiring knowledge in higher education, and it remains and has its own strategic prospects. It should also be noted the high level of quality of education in modern Russia, which is confirmed by various factors, including the popularity of metropolitan universities among successful graduates of regional schools, international ratings of Russian universities, their interaction with universities in other countries, which contributes to the popularization of Russian higher education. In recent years, the country’s universities have become actively involved in international-level ratings and various internal ratings. The ratings that our universities participate in are quite different, ranging from the quality of the admission company, the quality and attractiveness of educational programs, to the level of their scientific activities. Despite the market structure of the Russian economy, for quite a long time there was a rather unique situation in the educational services market, in which the professional fate of a university graduate was not a matter of special concern to the university, unless it was those who studied in the target area. In 2025, a National Employment Rating for graduates of higher education institutions and professional educational organizations was developed at the government level. The Ministry of Labor and Social Protection of the Russian Federation has already published the first employment rating for college and university graduates. According to the Ministry, they are compiled separately for each field of student training, taking into account the number of applicants and their salary level. The ratings are designed to help applicants objectively assess the prospects in the labor market, and to give universities and colleges the opportunity to see data on all educational organizations in their field and borrow successful practices.
