This study demonstrates the process approach to integrate occupational health and safety management systems with medical care, highlighting its significance in compliance with GOST standards.
The study provides information on legislative documents of the Russian Federation regulating activities of companies in the sphere of occupational safety, health, medical care, disease prevention, and health promotion among employees. The advisability and methodological justification for the use of the process approach to the development of an integrated healthcare, occupational safety, and medical care management system, based on the systemic approach using the well-known Deming cycle PDCA (Plan, Do, Check and Act), has been substantiated; the basic issues of its applicability have been considered. The process and subprocess matrix is built in accordance with sections GOST R ISO 45001—2020 and GOST 59240—2020, and the process typology in accordance with ISO/TC 176/SC 2/N 544R3, company management processes, measurement, analysis, and improvement processes, key processes, and resource management processes; processes are ranked by levels. A model to develop the integrated healthcare, occupational safety, and medical care management system has been designed based on the process approach, structural analysis technology, the SADT (Structured Analysis and Design Technique), and the methodology of functional modeling IDEF0 (Integration Definition For Function Modeling). The main context diagram of the integrated healthcare, occupational safety, and medical care management system in the IDEF0 notation has been developed. The decomposition of the second and third level processes and subprocesses has been provided; all their functional connections are described. It has been demonstrated that the process approach applied when designing a systemic model of the integrated healthcare, occupational safety, and medical care management system, considering the provisions of GOST R ISO 45001—2020 and GOST R 59240—2020, help to structuralize the composition of processes, precisely determine input and output process parameters, process participants, and resources, control and adjust processes, and increase the efficiency of occupational safety and medical care measures as well as guarantee the conformity with legislative requirements.
