The article examines the concept of phonetic competence, its content and structure in the domestic and foreign scientific space. It is concluded that Ukrainian scientists use the term «phonetic competence» to define the ability of foreign language users to articulate their oral utterances and to understand the utterances of others, which is the result of the interaction of phonetic knowledge, skills and phonetic awareness, while European scientists use the term «phonological competence» to denote the same phenomenon. The essence of phonetic and phonological competence is compared. In the course of the study, it was identified that scientists use different names for the same phenomenon. In order to unify the terms, we consider it justified to use the term «phonetic competence». The article presents a nomenclature of structural components of phonetic competence, such as phonetic knowledge, phonetic skills, and phonetic awareness. The characteristic of phonetic declarative and procedural knowledge is given. The similarities and differences between such structural components of phonetic and phonological competence as phonetic and phonological knowledge are specified. Different approaches to the identification of structural components of phonetic awareness are outlined
