In 2020, the City of Houston (City) authorized Lockwood, Andrews, and Newnam, Inc. (LAN) to perform a preliminary engineering report (PER) for 3,900 linear feet of 48-in. prestressed concrete cylinder pipe (PCCP) primarily due to a METRO rail crossing and previous failure. In reviewing records, it became clear that there were other portions of the pipeline that had high potential for impact to the pipeline's condition. The PER summarized these risks, and after consideration from the City, the assessment limits were increased to approximately 18,400 LF. A final design project was developed and is currently under construction with completion expected within the next 6−8 months. This paper will go through the original project extent, the additional risk areas identified, the impact the change in length caused, and the final package bid under construction. In the end, the original budgetary costs for the project (3,900 LF scope) construction costs are expected to be met with a few increases for professional services coming from other available funding sources.
