This paper explores how international organizations (IOs) identify similar problems while endorsing different strategies. It examines how IOs address a fair and accessible digital education environment that reduces the digital divide. Using mixed methods, the article analyzes documents from 22 IOs. The quantitative analysis reveals the diverse concepts associated with digitalization. A qualitative content analysis delves into the strategies employed by four distinct cases of IOs – African Union, EU, OECD, and UNESCO. The article argues that while many IOs address digitalization in education as a global standard, their institutional characteristics shape their policy recommendations on the issue.
