The article attempts to identify the role of the Parliament of the Kyrgyz Republic as a subject of scientific, scientific and technical policy of the state. On the basis of comparative legal analysis of the constitutions of the member states of the Assembly of Turkic States (TurkPA) the similarities and differences of the provisions determining the policy of these states in the field of science are revealed. By means of retrospective analysis of constitutional-legal regulation of the sphere of science the leading role of the parliament in determining the priorities of scientific, scientific-technical policy of the state is outlined. On the basis of functional analysis of the KR Parliament activity and a study of the structure of the parliaments of the TurkPA member states recommendations on improving the effectiveness of the functions of the Jogorku Kenesh (Parliament) of the KR and its specialized committee in the field of science and science and technology policy have been developed.
