This study aims to develop and evaluate the effectiveness of suitable and measurable teaching materials in enhancing the reading skills of elementary school students. This research adopts the 4D model for research and development (R&D), with data collection techniques including observations, validation questionnaires, and skills tests. Data analysis involved using the mean for product validation and a t-test for measuring reading skills. The research findings revealed that the teaching materials product garners extensive support from teachers and instructional experts and has been proven effective in enhancing students’ reading skills with a high level of significance. This study also emphasizes that the utilization of these teaching materials not only has the potential to diminish literacy disparities among elementary school students but also equips them for success in a future that increasingly relies on robust reading skills.
