The issues of post-sanctions changes in the competition regime, issues of changing and canceling the regulations of antimonopoly authorities within the framework of changes in approaches to competition as an attribute of the global economy, which required and allowed the use of unified legal regulation, including the use of world price indicators to establish monopolistically high prices on domestic Russian commodity markets, before competition, as conditions to increase the competitiveness of Russian goods and the use of Russian price indicators. In these conditions, changing regulations as a full-fledged procedural institution of competition law requires that it be aimed, among other things, at increasing the responsiveness to changes in the market environment, strengthening the dynamism of competition management, and excluding cases of violation of the rights of interested parties when the conditions of existence of commodity markets change. It is proposed to introduce the concepts of “price benchmark” and “price indicator” into the legislation, introduce the possibility of changing (canceling) all types of regulations used in antimonopoly legislation, mandatory analysis of the state of competition in the commodity market during the procedure for changing (canceling) regulations.
