Purpose: This study aims to develop and validate a self-rating scale to measure core competencies for Busan Dahaengbok B middle school. Specifically, this study developed an instrument for core competencies: curiosity, self-affirmation, caring, cooperation, gratitude, and challenge. Method: We derived core competencies’ definition based on literature review, how students understand their meaning and developed sub-components and items. Content validity of the developed items was conducted with B school teachers and educational experts. We conducted two surveys, a preliminary survey and a main survey. The final instrument was developed through descriptive statistical analysis, exploratory and confirmatory factor analysis, and reliability analysis. Results: As a result, a total of 6 core competencies and 27 questions were ultimately developed. Conclusion: This scale can be employed as an indicator to confirm the educational growth of B middle school students and further as a useful tool for developing core competencies of innovative schools.
