This article addresses the challenges and intricacies of regional scientific-technology and innovation policies. The study aims to identify trends in regional policies and compile best management practices in this domain. The authors provide a thorough analysis of the regulatory frameworks and organizational structures of state executive authorities across various regions of the Russian Federation. Utilizing a systematic approach, regulatory document analysis, and correlation methods, the research draws on data from the electronic fund of regulatory and legal information and official portals of state executive authorities in 85 subjects of the Russian Federation, as of January 2023. The study uncovers a lack of standardized approaches to implementing scientific-technology and innovation policies across different regions of Russia. This inconsistency is evidenced by the varying degrees of organization within state executive authorities and the uneven regulatory support evident in some regions, while entirely absent in others. In response, the authors propose a structured model for the state executive authorities and a regional regulatory support system to enhance coherence and effectiveness in the governance of scientific, technological, and innovation activities.
