The analysis of the causes of problems in the development of the electronic and radioelectronic industry in Russia caused by deficiencies in regulatory documents for planning business activities of enterprises and their consequences is carried out. The possible causes of problems of inefficient use of resources allocated by the state and business for the restoration of the electronic and radioelectronic industry in Russia are considered. It is indicated that the problems of low return on investment, disruptions in the timing of investment development and product deliveries to customers, exceeding current cost estimates over planned ones may be caused by deficiencies in regulatory documents for planning business activities of enterprises. The consequences of these problems in planning the activities of enterprises in the industry under study are revealed, which affect the pace and quality of the following tasks: import substitution, increasing technological and innovative potential, increasing the role of the Central Bank of the Russian Federation in lending to the real sector of the economy, including subsidizing government orders. A list is provided and a summary of the main strategic planning documents for the electronic and radioelectronic industry is considered. An overview of the main shortcomings and shortcomings of the designated documents has been compiled. The example of specialized enterprises of the Samara region is considered, which indicates that currently the results of achieving technological self-sufficiency in the production of complex products have not been achieved, and in some cases an acute dependence on foreign supplies has been revealed. Recommendations are given to reduce the impact of the identified problems arising during the restoration of the electronic and radioelectronic industry, in terms of improving the legislative framework.
