The article presents the results of studies of the influence of modern external threats on the system of factors of regional socio-economic development. Based on a theoretical generalization of a large chronological and volume of scientific material, the authors proved that methodological approaches to the study of the problem of classifying these factors over the course of many years of history evolved along with the formation of theories of spatial development. Noting the significant contribution of foreign and Russian scientists in substantiating the existing classifications of regional development factors, their general lack of objective consideration of the specifics of Russian regions, caused in recent years by the dynamics of their spatial differentiation under the influence of a special military operation (SVO) in Ukraine and large-scale anti-Russian sanctions, has been established. Due to the emerging inter-territorial heterogeneity, the measures taken by state regulation do not have the proper effectiveness, which aggravates the problem of taking into account specific factors in different types of regions as a necessary condition for conducting an effective regional socio-economic policy. As another drawback of existing classifications, the authors note their emphasis on taking into account predominantly regional and national factors, while in the context of globalization, regional development is largely determined by the level of their participation in international interaction. In order to eliminate these shortcomings, the authors proposed a theoretical and methodological approach to the classification of factors of regional socio-economic development, based on the typology of regions depending on their market and industry specialization and a system of classification characteristics updated for the conditions of modern external threats. The classification of factors of regional socio-economic development presented in the article, according to the authors, opens up new opportunities for improving public policy to reduce the high level of spatial interregional differentiation and achieve national strategic goals.
