The purpose of this study is to develop educational programs that can enhance teachers" professionalism and form community relationships to form the Fisheries and Maritime Teacher Learning Community(FMTLC). According to the ADDIE model, which is a teaching system development procedure, the study was conducted in the stages of Analysis→Design→Development→Implement→Evaluation. The characteristics of fisheries and maritime teachers were analyzed through in-depth interviews for literature and demand surveys, and based on this, a program model was developed through an expert advisory meeting. Five teachers who work at fisheries and maritime high schools were implemented and evaluated in three stages of relationship, cooperation, and sharing over a total of five sessions, and finally presented a program model. It can be seen that the program developed through this study provided meaningful data as a program that positively influenced the development of fisheries and maritime high schools.
