An Evaluation of Local Self-Government Authorities as Public Government Authorities

Comprehension of the results of the reform of the Constitution of the Russian Federation allows us to conclude that the bodies of state power and local self-government bodies, united in a single system of public power by this very fact, are not transformed into public authorities. With regard to local self-government bodies, in the cases cited in the article, they are supposed to acquire identity as a public authority through a change in the model of financial and budgetary security.
