In order to adapt to the development of new power systems and diverse market entities, and to enhance the flexibility and efficiency of the provincial long-term power market, this paper proposes a framework for long-term continuous operation in the provincial power market based on energy blocks. This framework aims to accommodate the needs of emerging market entities such as wind power, photovoltaics, and energy storage. The framework refines provincial long-term continuous operation into five aspects: priority generation, annual transactions, monthly transactions, intra-month transactions, and balance mechanisms, based on transaction cycles, transaction modes, and transaction organization processes. Subsequently, considering the diverse characteristics of market entities, four types of energy block trading varieties—time-based blocks, continuous blocks, curve blocks, and variable blocks—are designed, along with the corresponding energy block bidding models. Furthermore, a market clearing model considering energy block transactions is established, and a solution algorithm is provided. Through case analysis, the effectiveness and superiority of the proposed method, as well as the impact of energy block transactions on market operation, are verified. This research provides a new perspective and method for the continuous operation of provincial long-term power markets, contributing to the development and improvement of the power market.
