The methodology used belongs to the qualitative research paradigm, with a scientific-interpretative approach. This paper is a cross-sectional research of hermeneutical analysis, which will pursue to prove the influence of public policies in the comprehensive development of the individuals formed in the Mexican Higher Education Institutions during the last five years, through a comparative case study, to finally cast findings in the major Social Science field. These projections will be used to formulate a number of based recommendations to the professional training, in the 2030 Agenda framework, and the compliance of the SDG 4 and SDG 5.
