The article analyzes the urgent problems of water supply and drainage, separately in wartime conditions. To solve them, a new scientific approach is proposed, the final result of which will be a single method for optimizing the water supply and drainage systems of settlements. Mandatory components of this methodology are proposed: design and construction of duplicate water supply and drainage systems of settlements, organization of installation and arrangement of pump stations as spare independent water supply systems of settlements. Scientific substantiation of alternative scenarios for individual populated points is proposed, of which the most optimal scenario for the sustainable operation of the system in the long term will be recommended to the local self-government body. In addition, it is proposed for settlements to carry out a risk analysis with the filling of forms according to which water supply and drainage enterprises will work.
