On the Issue of Forming the Sustainability of the Public Service System During the Revival of the Country

Introduction. The urgency of developing a holistic system of sustainability of the public service in the conditions of war and post-war reconstruction of Ukraine is connected with the challenges regarding its functioning and development in the legal conditions of martial law. Such conditions require new approaches to the effectiveness of public service in the context of the concept of adaptive management. This requires the introduction of a new paradigm of personnel policy of the public service, the development of innovative approaches to personnel processes, the development of tools and mechanisms to counter obvious and latent threats, the formation of effective requirements for building a system of public service sustainability.
