This paper presents a multi-criteria approach to innovating the best places for constructing complex railway stations based on transit-oriented development. To this end, different standards and regulations, site selection criteria, and expert opinions using the best-worst method (BWM) are explored. ArcGIS software and BMW were used to weight, sum, and implement all criteria into fuzzy maps to drive the choice for potential sites in Tehran, the capital of Iran. Finally, the top ten metro stations emerged as the best locations to build, and among them, the Abdolabad station, located on Line 3 of the Tehran metro, was chosen as the highest-ranked one.
