This paper innovatively constructs a multi-dimensional analysis framework of "technology-application-policy-trend", and systematically elucidates the theoretical contribution and practical value of unmanned aerial vehicle (UAV) remote sensing technology to drive urban intelligent transformation. In the technical dimension, the synergistic mechanism of diversified evolution of hardware platforms and high-performance sensors is revealed, and the accuracy and efficiency bottlenecks of large-scale urban modeling are broken. In terms of application, the core role of this technology in the paradigm change of urban dynamic monitoring is demonstrated, and the timeliness and scientific nature of spatial decision-making are significantly improved. In the governance dimension, for the first time, it integrates policies, regulations and ethical constraint analysis, and proposes a systematic solution to airspace management fragmentation and privacy risks. In terms of trends, it pioneers the industrialization path of edge intelligence and Remote Sensing as a Service (RSaaS), providing a theoretical paradigm and technical route for the sustainable development of smart cities. This study fills the academic gap in the research of multi-dimensional system research on urban application of unmanned aerial vehicles (UAVs) and lays the theoretical foundation for collaborative innovation between industry, university and research.
