Analysis of environmental monitoring improvements in Ukraine using 3D cadastre, highlighting its significance.
Purpose. The purpose of the research is to analyse the problem of monitoring environmental objects, namely water bodies, land and forests in Ukraine and the world. Also, to create structural and logical models of information layers for 3D cadastre of land and forests in Ukraine. Method. The study was carried out on the basis of an analysis of available literature on the subject of environmental monitoring in Ukraine and the world. Results. The article analyses the state of environmental monitoring in Ukraine, as well as foreign experience in this area. Improving the monitoring of the use of environmental objects is relevant for the territory of the country, where intensive multi-purpose use and anthropogenic impact lead to deterioration of their condition. One of the main problems of environmental monitoring is the lack of 3D visualisation. It is concluded that a three-dimensional cadastre is a tool for properly meeting the information needs of monitoring and solving interdisciplinary environmental management problems. This made it possible to form the structure of information layers of the three-dimensional cadastre of water bodies, land and forests for Ukraine. The entire array of information about environmental objects is divided into two large groups: immanent and transcendent information. The main characteristics of these groups of information are systematised. Scientific novelty and practical significance. The 3D platform allows us to highlight certain information of interest, create future scenarios that predict the economic consequences of certain environmental policy decisions, or assess the environmental impact of new development. Monitoring technology using a 3D cadastre will allow you to observe environmental objects in real time. Information about the actual state of environmental objects is necessary for making management decisions about them. The results of the study may be of interest to environmental protection institutions and government agencies, as well as scientists researching environmental monitoring methods.
