Research demonstrates a new multicriteria model, enhancing emergency planning via urgency and importance criteria.
Purpose. The article deals with the topical issue of planning the sequence of measures implementation and solving this task taking into account the criteria of urgency and importance. To solve the indicated issue a mathematical model has been developed, which is the basis for the author's method of multicriteria measures ranking. In the study the author deliberately avoids a convenient (and therefore widespread in practice), but, strictly speaking, incorrect in terms of optimization theory approach, which involves folding the criteria system into a single scalar criterion. To achieve the goal the following intermediate tasks are solved: analysis of existing approaches using the Eisenhower Matrix as an example; formalizing requirements for determining urgency and importance criteria of measures implementation; developing the author's method of measures ranking; geometric illustration of the author's method applicability using a working example. Methods. The study uses system analysis methods; recursion method for reducing the problem dimension; the Pareto method for solving multicriteria optimization tasks. Findings. The developed model and method are new and allow a more accurate approach to planning measures than using the traditional tool i.e. the Eisenhower Matrix. An interesting feature of the proposed approach is its recursiveness implemented in reducing the original task to similar task of lower dimension. Research application field. The proposed model and algorithm are in a sense universal (invariant to nature of the ranked alternatives) and can be applied, among other things, in developing a plan for implementing state program for population and territories protection from emergencies. Conclusions. The Eisenhower Matrix is analyzed. The urgency and importance criteria substantive meaning is specified, ideas for their strict mathematical formalization are given. The author's method of measures multicriteria ranking is developed.
