Purpose. In the modern context of applying a risk-oriented supervisory model, as defined by Federal Law No. 248-FZ of July 31, 2020, “On State Control (Supervision) and Municipal Control in the Russian Federation”, it is necessary to consider the risk of harm (damage) to legally protected values caused by violations of mandatory requirements. According to the current legislation, decisions regarding the organization and implementation of supervisory and preventive measures, as well as decisions based on their results, must also take into account the availability of information about the threat (or immediate threat) to legally protected values. Research objective is to develop scientifically justified amendments to federal legislation on fire safety, specifically regarding terminology related to threats to legally protected values. Methods. The scientific foundation of the study is based on systems analysis theory, information synthesis and expert analysis methods. Findings. Scientifically justified amendments to federal fire safety legislation have been formulated, particularly concerning the terminology related to threats to legally protected values. Research application field. The obtained results can be used in the organization and coordination of unscheduled supervisory measures conducted by the Federal State Fire Supervision. Conclusions. The proposed amendments to federal fire safety legislation will improve the risk-oriented model for supervisory activities in the fire safety field by eliminating legal uncertainties regarding the interpretation of the term “threat to legally protected values”.
