Analysis reveals resilience and state support enhance competitiveness and sustainability in industrial parks during crises.
The article examines the theoretical and methodological principles and practical aspects of integrating enterprise resilience strategies with institutional mechanisms for the development of industrial parks in conditions of economic instability. The essence of resilience is determined as a key characteristic of the stability and adaptability of business structures to crisis phenomena. The modern challenges of the functioning of industrial parks in Ukraine and the world are analyzed, related to military risks, fluctuations in global markets, the transformation of logistics chains and the need to attract investments. The role of institutional mechanisms of state support, legal regulation and public-private partnership in forming a favorable environment for the development of industrial parks is substantiated. A conceptual model of combining resilience strategies (diversification, management flexibility, digitalization, risk management) with institutional instruments (tax incentives, regulatory initiatives, investment policy) is proposed. The results of the study prove that the integration of these approaches is a necessary condition for ensuring the economic security and competitiveness of industrial parks, and also contributes to their sustainable development in the long term. It has been proven that industrial parks are important tools for attracting investment, increasing the region’s innovative activity and ensuring regional competitiveness, however, their effectiveness largely depends on the ability of participating enterprises to adapt to crisis challenges. In this context, resilience is considered a key management category that ensures the stability, flexibility and resilience of enterprises in response to external and internal threats. It has been studied that the integration of resilience strategies and institutional mechanisms for the development of industrial parks contributes to the formation of a synergistic effect: on the one hand, enterprises receive infrastructural, organizational and financial support, and on the other hand, the sustainability of parks as integral economic systems is increased. Particular attention is paid to the impact of military operations, global crises and market uncertainty, which actualize the need for strategic business adaptation and state support for the creation of priority development zones. The paper presents an analysis of modern scientific approaches to understanding the essence of interpreting the resilience of enterprises, including the concepts of risk management, dynamic capabilities, anti-crisis management and organizational resilience. The author’s interpretation of the integration of management strategies is proposed as a process of combining adaptive, innovative and investment tools aimed at strengthening the competitive advantages of enterprises within industrial parks. It is emphasized that successful integration involves the coherence of strategic guidelines of business, regional authorities and development institutions. Thus, it can be argued that the integration of resilience strategies and institutional mechanisms for the development of industrial parks is one of the main factors in Ukraine’s economic reconstruction, increasing its competitiveness in world markets, and inclusion in global production chains.
