Observational analysis shows improved safety behaviors in contractors and PDO leadership, suggesting a robust risk management framework is essential for effective training.
Petroleum Development Oman (PDO) has implemented a new Health, Safety, and Environment (HSE) coaching program focused on transforming safety behaviors and culture among Major Contractors, Local Community Contractors (LCCs), Small and Medium Enterprises (SMEs), and PDO internal leadership workforce occupying Safety Critical Positions (SCP). This initiative supports PDO's broader Goal Zero ambitions, aiming for zero harm and incidents across its operations. PDO's HSE coaching program engages contractors and internal staff through structured group and one-on-one coaching sessions designed to build individual and organizational capability, foster safety ownership, and align external safety cultures with PDO's expectations. Simultaneously, PDO applies the Lead/Prepare/Apply (LPA) risk management framework to internal leadership. The LPA system ensures that leaders are equipped with requisite HSE knowledge, skills, and behaviors to lead by example and coach their teams effectively. This dual strategy harmonizes capability development across the operator and contractor ecosystem, driving safer work practices and enhanced risk management.
