Abstract

This work introduces Route Coherence under Inequality (RCI), a permutation-calibrated metric designed to evaluate whether a single functional mapping from baryonic observables to galaxy rotation curves remains stable across intrinsically unequal galaxies. RCI complements per-galaxy goodness-of-fit statistics by penalizing cross-galaxy incoherence while preserving within-galaxy fidelity. The metric is demonstrated on a well-defined subset of the SPARC database and applied to benchmark models (NFW halos and MOND), revealing distinct coherence profiles. This release includes the full manuscript, appendices, and reproducibility plan.
