Standard physics treats energy and mass through E=mc², implying mass-energy equivalence via a universal constant. This formulation is fundamentally incorrect—it obscures the mechanical nature of energy expression and conflates spatial displacement with causal agency. We present the Energy-Mass-Action Axiom within the Webb Mechanical Metric framework, establishing that energy is the product of mass (potential energy) and action (work performed), where action may be internal or external to the system.
