V²-CORE (Velocity-Variance Control-Oriented Response Engine) is a general-purpose technical extension of the Digital Democratic Governance Standard (DDGS, DOI: 10.5281/zenodo.18805343). V²-CORE defines a system-level architecture for governing behaviour under high-velocity or high-uncertainty signal conditions. It is not designed exclusively for AI or LLM deployments; rather, it is a general framework from which AI systems, LLMs, digital platforms, and any signal-processing pipeline may adopt compliant implementations. V²-CORE quantifies operational risk using velocity (V = dS/dt) and variance (VarV) and governs proportional system responses through a zone classification protocol (Green / Yellow / Red). The outer feedback loop governs process-flow efficiency and system calibration only; it does not influence actioned decisions in real time. Actioned items that are not further escalated within the 24-hour review cycle are automatically resolved to the default Green state.
