Abstract This conceptual work presents a stability-engineering interpretation of wastewater treatment within the Global Complexity Stability Theory (GCST) and THE ARC (FN) framework. Pathogenic organisms are reframed not as enemies to be eradicated by force, but as transient, structurally unstable modes that arise and persist only when system-level equilibrium is disrupted — primarily by organic overload, oxygen deficiency, and thermal stagnation.
