Analysis maps housing needs of women survivors, revealing challenges in policy implementation.
This analysis focuses on mapping the housing needs and housing vulnerability of women who have survived violence, as well as the legal framework of social housing policy at the level of the Republic of Serbia and the City of Belgrade, including a review of its practical implementation for this category of users. The research covered several areas: an analysis of the housing needs of beneficiaries of the Autonomous Women's Center (NGO) over a five-year period (2015–2020), a review of the applicable legal framework at the national and city level, an analysis of the realization of social housing rights in Belgrade for women who have survived violence over an eighteen-year period (2002–2020), and a presentation of European models of good practice in this field. The main limitations of the research were the inconsistency of legal documents, the breadth of the analyzed time period, and the extremely limited practice of designing and implementing social housing policy measures targeting this category of users.
