All four Maxwell equations are recovered as the covariant description of D-mode displacement dynamics in the Planck-scale foam, in the infrared/continuum limit. The foam is a pre-electromagnetic mechanical substrate; electromagnetism emerges from it. Chain: Axiom Zero (B+V=D) → foam wave equation □ψ=0 → vector potential A_μ = D-mode → field tensor F_μν = ∂⏛A⏜ → all four equations (Gauss, Faraday, Ampère-Maxwell, no-monopole law). Zero new parameters beyond the cell geometry. The result assumes covariance holds in the continuum limit; the emergence of Lorentz invariance from Oₕ symmetry remains an open problem.
