This record introduces the Insurability Bridge Layer (IBL), a classification layer that defines the structural conditions under which liability can be assessed, transferred, and defended in AI-mediated workflows. The IBL establishes that insurability is determined not by system performance, compliance posture, or governance structures alone, but by whether decision pathways remain reconstructable and interruptible under failure conditions.
