Driven by the goal of "double carbon", a high proportion of new energy access puts forward higher requirements for distribution network planning. In this paper, a new energy access-oriented distribution network structure optimization and robust planning method is proposed. A two-stage adaptive robust optimization model of "investment-operation" is constructed, and K-means scene clustering and C&CG (Column-and-Constraint Generation) algorithm are integrated to realize the collaborative optimization of network topology, equipment configuration and operation strategy. Taking the modified IEEE 33-bus system as an example, the results show that, compared with the traditional deterministic and stochastic planning methods, the proposed robust scheme has slightly higher investment, but significantly reduced the annual operating cost and the present value of total cost, improved the new energy consumption rate to 96.2%, effectively resisted the risk of output fluctuation at the 95% probability level, ensured the voltage quality and system safety, and provided an economical, reliable and flexible planning new idea for the high-proportion new energy distribution network.
