This technical paper documents field research and community engagement conducted during the National Youth Service Corps (NYSC) program in Nigeria. Focusing on the riverine Ilaje communities, the study explores the critical intersection of public health awareness, digital governance, and social inclusion. As an Administrative Lead and Peer Educator, the author observed the challenges of "Administrative Invisibility" where remote populations remain underserved due to a lack of data-driven policy. The research highlights the success of community sensitization efforts in collaboration with UNICEF and the NYSC, advocating for a "Data Justice" framework to ensure marginalized groups are integrated into national health and security systems. This work serves as a foundational study for South-South comparative analysis of administrative structures in developing nations.
