Abstract

We present PHILIA-EcoSensory Swarm v38–v38. 2, a unified experimental arc establishing the first empirical demonstration within the PHILIA framework of Living Control in a dual-channel Router system (19+ configurations, 5 seeds × 80, 000 steps each). Building on v37's diagnosis of Input Bandwidth Limitation, the v38 series systematically resolved the scale mismatch problem and introduced structured trend-deviation perturbation. The central achievement: simultaneous satisfaction of F5' (Agility Index ≥ 0. 008) and F8 (fftₗowᵣatio < 0. 80), defining Living Control as the first empirically confirmed regime of bounded, responsive, eigenstate-preserving dynamics.
