This paper formalizes the Relational Ontology Framework (ROF) and the Relational Coherence Theory (RCT), proposing an ontological substrate based on the non-associative normed division algebra of octonions (O). By rejecting the premise of matter as a fundamental substance and spacetime as a pre-existing container, we formalize reality as the topological manifestation of a Primordial Relational Field (PRF). Through the analysis of the associator tensor and the introduction of Ontological Friction (F) }, we deduce the phenomenological spectrum of the Universe as a function of the Coherence Coefficient (Cₙ) }. We demonstrate that baryonic matter emerges as a topological defect at a critical threshold C₂ₑ₈ₓ 0. 85, while dark matter and dark energy arise as regimes of relational viscosity and sub-relational pressure, respectively. We also derive the Hydrogen atom as the minimal stationary friction node, formulate the Theorem of Absolute Non‑Staticity, and redefine consciousness via the Self-Reference Operator (R). Finally, we establish a thermodynamic basis for systemic truth versus falsehood and discuss the algebraic hierarchy of realities.
