I propose a novel cosmological framework where the universe originates as a discrete stochastic excursion from a flat, zero-energy vacuum state ("The Canvas"). In this model, the Big Bang is not an isolated singularity but a localized positive energy anomaly DE>0 compensated by non-local, distributed negative potential wells throughout the global vacuum. By integrating Emergent Gravity (Verlinde), Conformal Cyclic Cosmology (Penrose), and Primordial Black Holes (PBHs) as topological anchors, I provide a unified explanation for galactic rotation curves and accelerated expansion without the need for undetected dark particles. This synthesis suggests that the current "Dark Sectors" are partial observations of a single, underlying geometric response of the vacuum.
